LCC Leadership

The Loudoun Crime Commission Board of Directors, Committee Members and Advisors are Loudoun community residents who dedicate and volunteer their time for a better and safer community.

Board of Directors

Richard Claar, Chairman

Richard has a number of years service in the United States Government, and has at various times acted as liaison with several federal law enforcement agencies. He holds Bachelor of Science degrees from the University of Maryland University College in International Affairs with a minor in History, and in Radio, Television and Film; as well as graduate work in Film Studies from American University. He is also the Program Chairman for the Loudoun Crime Commission.

Frank Holtz, Vice Chairman

Serves as the Vice Chairman and Chairman of the Communications Committee. Mr Holtz brings to the Board of Directors, more than 30 years of experience in law enforcement, criminal justice and counterintelligence. He is a supervisor with the U.S. Capitol Police where he over saw budget, equipment and personnel, including arrival and departure of U.S. and foreign dignitaries on the grounds of the U.S. Capitol, and safety of Members of Congress. He uses his liaison experience with the media to serve as Chairman of the LCC Public Relations committee.  His work experience also includes threat assessment and protection plans for specials events and working with other law enforcement agencies.

Director Holtz has an associate in Science Degree in Political Science from Northern Virginia Community College in Sterling VA, and extensive training and certifications in law enforcement. He retired as an active and reserve U. S. Marine. He has received numerous awards and citations throughout his career and is involved in many civic organizations in Leesburg and Loudoun County.

Lloyd F. Reese, Director/Secretary

Lloyd has 22 years of experience in the security field. He is both a Certified Protection Professional (CPP) and a Certified Information Security Professional (CISSP). His expertise includes information security, security of mission-critical facilities, business continuity planning/crisis management, workplace violence prevention, and countering terrorism. He was a senior information security specialist with the Department of Veterans Affairs, a consultancy, and Fannie Mae prior to his retirement in 2004. During his career, he was a frequent speaker at conferences and seminars. He also had articles and book reviews published in security 3 journals, an activity which he continues to pursue. For many years, Mr. Reese was a member of the National Capital Area ASIS International Chapter, Terrorists Activities Subcommittee. He served for 21 years as a reserve police officer with the Metropolitan Police Department in Washington, DC, retiring as a Lieutenant. He has been an adjunct instructor at George Washington University, Department of Forensic Sciences, where he designed and taught a graduate level course in information security. He also developed new courses in computer crime/industrial espionage and business continuity/crisis management.

For several years, Mr. Reese served as a volunteer with Loudoun Community Corrections. Mr. Reese holds a M.S. in Justice and a Masters in Public Administration from American University, and a BA in Sociology from St. Andrews Presbyterian College. He and his wife live near Lovettsville.

John Steigerwald, Director/Treasurer

Responsibilities: As Partner and Co-Founder of Steigerwald, Gordon & Koch Wealth Advisors, John's activities are focused on a broad range of strategic matters, with emphasis on operational excellence. He has overall responsibility for implementing and executing the mission and vision of the Company, providing each client with an investment experience dedicated to achieving each client's goals. John is committed to partner with the rest of the SGK Wealth Advisors team to grow the firm while maintaining its strong culture of compliance and transparency.

Experience: Prior to receiving his MBA, John spent 6 years at Xerox in senior level sales, marketing and training positions before being leaving to pursue his graduate studies. While attending The Wharton School of Business, John worked at Goldman Sachs in New York and Philadelphia. There he worked in the company’s Fixed Income and Private Client Services divisions. He started his own financial services firm in 1995.

Education and Credentials: University of Manitoba, Bachelor of Arts (Advanced), Applied Economics and The Wharton School of Business, University of Pennsylvania, MBA, Finance and Investment Management.

Interests: Long active in sports activities, John was an avid hockey player (he did grow up in Canada after all). He played Junior hockey in Canada and was a member of the Manitoba provincial rugby team. Currently, he enjoys downhill skiing, sailing, waterskiing and fishing with his family while vacationing in Canada. At present, John serves as Chairman of the Board of Blue Ridge Speech & Hearing, Loudoun County’s largest non-profit organization serving underprivileged children and seniors with needs in these areas. He has worked with youth extensively in the past through Positive Youth Works, Junior Achievement and the Young Entrepreneurs Program. He was also Chairman of Fundraising for Christmas in April while attending Wharton. John and his family live in Leesburg, Virginia.

Steven Collins, Director, Immediate Past Chairman

Steven served as the Chairman of the LCC and is the Membership Committee Chairman. He is the President of Black Ice Security Services, Inc, a private security and investigations firm in business since 1998, and located in Loudoun County since 2003. A retired Navy SEAL Master Chief, he has over twenty-two years of difficult and dangerous special operations and intelligence experience and assignments, in many locations worldwide. Since his military retirement in 1998, he founded and has managed Black Ice Security. As a businessman, private investigator, and protection specialist and consultant, Mr. Collins has developed a strong reputation and network within the protection and security consulting industry. He has previously served on several association boards of directors.

Mr. Collins holds a Bachelors Degree from The University of the State of New York in Political Science. He is Past Master of Dale City Lodge 319 A.F. & A.M. and is an active member in numerous professional organizations. He is married to the former Liz Byers of McLean, VA and together they have a blended family of five children.

Dan Wright, Director

Dan Wright is a former FBI agent with 29 years of experience in Federal and state law enforcement, including 20 years with the FBI. His investigative background includes serving on the Major Case Squad in the Los Angeles FBI field office, in addition to various interagency drug, organized crime and violent crime task force assignments. Dan’s leadership experience includes his field supervision of an Organized Crime/Drug Squad and interagency drug task force operations, in addition to FBI headquarters assignments as a Unit Chief and Acting Assistant Section Chief in the Violent Crimes and Major Offenders Section of the Criminal Investigative Division. His law enforcement career was followed by three years of management consulting experience with a government consulting firm based in northern Virginia. He then founded and currently operates National Consulting & Investigative Services LLC.

As a Board Director, Dan will chair the Youth Victim Awareness Task Force being formed as one of the Commission’s new initiatives, collaborating with other professionals in the community who have relevant expertise working with our youth and youth-related programs.

Committee and Advisors

Brian Reynolds, Communications Committee, Membership and IT Advisor

Brian is a veteran business development and marketing specialist with over 32 years experience, owning a Loudoun based web design company, DesignB Studios, Inc., since 2007.  He, his wife and daughter reside in Leesburg, VA.  They have a son proudly serving in the Air Force and another in the Marines.  Brian is very active in the Loudoun community especially when it comes to web or social media initiatives.
