Our Mission and Motto

 

The Loudoun Crime Commission is a private, non-profit, charitable 501(c)3 organization.  It was established in 2005 as an opportunity for citizens, businesses, law enforcement, educators, students, elected officials, government representatives, and others, to collaborate and share their unique perspectives, experiences and insights promoting safe communities for our families throughout Loudoun County.

The next luncheon is scheduled for Friday, September 12, 2025.  Guest Speaker:        Officer J.R. Sullivan

 

Officer Sullivan began working K9s in the private sector with Garrison Sloan, Miami FL in 2011-2023, where he worked a total of three Explosive Ordnance Disposal (EOD) detection K9s. Duties included EOD scans of Cruise Ships, NGA Federal facility and FedEx facilities. All K9 teams were certified through the Virginia Police Canine Association (VPCA) on a yearly basis with weekly maintenance training. 

 

In 2011, he joined the Loudoun County Sheriff’s Office (LCSO) as a Patrol Deputy, completing the basic academy through Northern Virginia Criminal Justice Academy (NVCJA). In 2017, he was selected as a K-9 Handler for LCSO, and was assigned K9 “Roman,” a German Shepherd who was certified through the North American Police Work Dog Association (NAPWDA) and VPCA in Patrol/Narcotics Detection. 

 

Officer Sullivan completed the Department of Criminal Justice Services (DCJS) General Instructor course through NVCJA in 2021, and was then selected by the LCSO’s command staff to attend the VPCA Trainers Course. He completed the course with over 400 hours of training, certifying as a trainer for Patrol K9s, Explosive Detection K9s, and Narcotics Detection K9s. Additionally he certified as a decoy instructor for Patrol K9 teams. 

 

In January 2024, K9 “Roman” retired from LCSO and Officer Sullivan resigned from his position.  As a team, they completed over 400 deployments, apprehending more than 50 violent criminals. In retirement, Roman enjoys walks with Officer Sullivan’s wife and 2-year-old son. 

 

Officer Sullivan was offered an amazing opportunity with the Leesburg Police Department overseeing their K-9 Unit as the trainer. He completed a 10-week basic K9 school with his new K9 partner " Lt. Dan."  The school involved over 300 hours of training and they certified through VPCA as a Patrol/Narcotics Detection team. They are currently assigned midnight shift assisting patrol operations. 

 

Becoming a K9 trainer has always been a career goal of his.  He enjoys helping other K9 teams be successful on the street. VPCA truly sets the standard when it comes to training police K9s and making communities much safer when K9 units are called upon.
